What Is Underwriting?

The Federal Communications Commission ("FCC") authorizes non-commercial radio stations to acknowledge gifts or grants from businesses or organizations that underwrite specific programs or portions of programming. Recognition of those gifts on the air is referred to as an underwriting message. Underwriting is a cost-effective investment in public relations, image promotion, and recognition. Your business or organization receives on-air credit at the beginning and end of each program, or hourly as length allows. Your underwriting announcement informs the listener who you are and what you provide, that you are an active supporter of Public Radio, and that you are making their favorite KIOF 97.9 FM program possible!

What is the Purpose of Underwriting?

Underwriting is assistance in the form of money, goods, or services provided by businesses and not-for-profit organizations in support of general or specific KIOF 97.9 FM programming. Underwriting provides operating funds for KIOF's future growth and programming to strengthen KIOF's image within the community. Underwriting also provides opportunities for participating businesses to showcase their support for our programming.

How can Underwriting Benefit You?

While underwriting is not commercial advertising, it can provide your firm with some of the same benefits plus some that commercial advertising can't offer. Research indicates that Public Radio is not only a powerful tool, but an excellent public relations tool, as well. Listeners have a positive image of businesses that support Public Radio and report their purchasing decisions are influenced by such underwriting support.

A Typical Underwriting Announcement...

KIOF's underwriting announcements may be prerecorded or read live. They are read verbatim, with neutral inflection and no music. The text is basically this: "This program is supported by you, the KIOF listener member, and by ABC, whose product 123 is available at XYZ. They can be reached at...". KIOF and the business will negotiate the actual wording of the underwriting announcement. Underwriting announcements are regulated by the FCC and must conform to the following guidelines.

Allowed:

  • Honor requests for airtime by political candidates (each request logged in our political file per FCC requirements).
  • Reflect a web address, telephone number and an address for a business/organization.
  • Describe a business or organization or agency.
  • Include a Corporate slogan provided it isn't overly promotional.
  • Tell the number of years a business, organization or agency has served.
  • Describe the underwriters business or Corporate objective.
  • Identify products, lines, services, facilities (typically limited to 3 each per announcement).
  • List many of the Community events/services which are supported.

Not Allowed:

  • Any reference to value or price.
  • Calls-to-action (i.e., "stop by our store", etc.)
  • Language which may be subjective such as "the preferred casino in town", etc.
  • Any comparative language such as "we are the best".
  • No inducement to rent or lease, or sell or buy.
Underwriting announcements are not to exceed 30 seconds.

Advocacy Groups

Advocacy groups seek to influence elements of public concern either by or through the legislative process. Under certain circumstances and under appropriate conditions, underwriting by advocacy groups will be accepted. Las Vegas Public Radio will review each request and reach out to random individuals within the community to test the announcements prior to airing on KIOF 97.9 FM. Announcements expressing an opinion on publicly known controversial matters may be rejected by Las Vegas Public Radio's final editorial to be aired on KIOF 97.9 FM.

Religious Entities, Affiliated Organizations

Religious groups, churches and/or affiliated groups are encourarged to provide underwriting with Las Vegas Public Radio. When a religious group, church and/or affiliate group is planning to underwrite with Las Vegas Public Radio, they must ensure that not all beliefs are shared by everyone and any announcement to be aired must be presented in a moderating and non-provoking manner. Underwriting announcements and programming content must be presented in a way that would not be unacceptable to those who may not necessarily share their religious belief. Any language which creates distinctions between different religions will not be permitted.

Governments, Governmental Agencies or Branches

Underwriting by politically driven or policy-oriented local/county/state/federal governments, or by individuals employed by those governments, will not be accepted. However, underwriting by government funded organizations and/or agencies which promote public health, public education, local tourism and businesses will be accepted.

Legal Alcoholic Beverages

Underwriting announcements by distributors or processors of alcoholic beverages and distilled spirits, including wine, are allowed provided there is no exclusion by any local/county/state or federal statute. However, announcements may not describe products and must be written and presented in a prudent manner following the guidelines as described in the "A Typical Announcement..." section above.

Final Editorial Control and Responsibility

Las Vegas Public Radio and KIOF 97.9 FM, acting in respect of the terms of its license, maintains and actuates final editorial control over all programming and is continually held accountable by the FCC. Every effort will be made to conform to existing FCC guidelines but maintain a distinct voice in the community. For more information, please visit the FCC's website.

We offer pay as you options below to get you started. We prefer an underwriting commitment between one to five years based on your package choice. Your commitment can be made re-newable. For in-kind underwriting, announcements are valued at higher level, negociated with the business.

* Las Vegas Public Radio Inc. is a Nevada non-profit corporation (Nevada Taxpayer ID: 1016003951-001) and operates under Internal Revenue Code (IRC) Section 501(c)(3) as a public charity (Federal EIN: 45-4388579). Donors can deduct contributions they make to Las Vegas Public Radio under IRC Section 170. U.S. based commercial corporations and business donations (B2B) for underwriting programs are tax deductible as normal business expenses.
